Offshore Demonstration Zone March 2009
Renewables East is seeking to further develop the regions progress in meeting its targets and obligations in the generation of energy from renewable sources. In addition to develop and generate support industries to the marine Renewables sector building on the areas already established as a base off support to the Offshore Oil and Gas sector. This report was commissioned with funding from the East of England Development Agency to investigate the potential for the creation of a Marine Energy Demonstration Zone or Zones off the East coast of England between the wash and the Thames. The study was to cover tidal, wave and wind resources accepting that wind is at a reasonable stage of development in the region

Solar PV Energy Park Technology Study
This is an update report prepared by Camco for Renewables East as part of an EEDA funded activity looking into the issues of a large scale solar array as part of a capital projects feasibility study.
It should be noted that the contents of this report were prepared before the announcements of the Feed in Tariff, and that with the FITs going live on 1st April 2010 many of the issues raised in this report will need further analysis.

ITPower & Mojomaritime - Offshore Industries Integrated Regional Operation, Maintenance, Training & Service Capability
With the predicted expansion of the offshore renewable sector over the next 20 to 30 years, particularly wind power, this report considers the opportunities likely to be available to education and training establishments, local ports, and businesses within the East Region. Of the predicted increase in offshore wind generating capacity of 40GW from 10,000 WTG, the Eastern region is likely to have 5000 of these on its doorstep or in adjacent regions. This study primarily considers the resources that will be required for the Operation and Maintenance of OWF as this is likely to be the biggest consumer of resources, but in terms of Infrastructure and R&D, construction has also been included. The study takes place at a time when there is already a shortage of skilled and qualified people available.

East of England Renewable Energy Stats, June 09
The purpose of this series of reports is to monitor, twice a year, the progress of the East of England towards its adopted targets for the production of electricity from renewable sources.. This report covers activity up to June 2009 - and is being produced with the benefit of DECC stats published in October which dealt with the period up to December 2008. A further 6 month review will be published in the new year. This will be the last renewable electricity report on its own. Future reports, will be accompanied by a parallel assessment of the development of renewable heat. This is a challenging area to monitor. A questionnaire seeking information on renewable heat installations is included as Annex 7 Recipients of this report are requested to contribute any information they have by returning this to Renewables East.

Anaerobic Digestate Quality Protocol
The Waste Protocols Project is a joint Environment Agency and WRAP (Waste & Resources Action Programme) initiative in collaboration with industry, funded by the Department for Environment, Food and Rural Affairs (Defra) as a business resource efficiency activity. Uncertainty over the point at which waste has been fully recovered and ceases to be waste within the meaning of Article 1(1)(a) of the EU Waste Framework Directive (WFD) (2006/12/EC) has inhibited the development and marketing of materials produced from waste which could be used beneficially without damaging human health and the environment. In some cases, this uncertainty has also inhibited the recovery and recycling of waste and its diversion from landfill.
Interpretation of EU legislation is ultimately a matter for the Courts and there is now a substantial body of case law on the interpretation of the definition of waste in Article 1(1)(a) of the Waste Framework Directive. Drawing on the principles established in this case law, it is possible to identify the point at which certain wastes cease to be waste and thus when the Waste Framework Directive's waste management controls no longer apply. This identification is the purpose of the Waste Protocols Project.

The UK Low Carbon Transition Plan
The UK Low Carbon Transition Plan plots out how the UK will meet the cut in emissions set out in the budget of 34% on 1990 levels by 2020. A 21% reduction has already been delivered - equivalent to cutting emissions entirely from four cities the size of London.
Transforming the country into a cleaner, greener and more prosperous place to live is at the heart of our economic plans for Building Britain's Future and ensuring the UK is ready to take advantage of the opportunities ahead.
By 2020:
- More than 1.2 million people will be in green jobs
- 7 million homes will have benefited from whole house makeovers, and more than 1.5 million households will be supported to produce their own clean energy
- Around 40% of electricity will be from low carbon sources, from renewables, nuclear and clean coal
- We will be importing half the amount of gas that we otherwise would
- The average new car will emit 40% less carbon than now.
The Transition Plan is the most systematic response to climate change of any major developed economy, and sets the standard for others in the run up to crucial global climate talks in Copenhagen in December.

The Renewable Energy Strategy - related documents
Following a major consultation exercise in 2008, we have now published our Renewable Energy Strategy and Executive Summary (below). This strategy sets out how we all have a role to play in promoting renewable energy, from individuals to communities to businesses.
Alongside the Renewable Energy Strategy document, we have also published a suite of impact assessments and supporting analytical consultancy reports. The main consenting bodies for renewable energy and environmental statutory consultees have also published a joint statement setting out their collective commitment to achieve greater renewable energy deployment.

Severn Tidal Power feasibility study response to Phase 1 consultation
The Severn Tidal Power Feasibility study is gathering and assessing up-to-date evidence to enable the Government to decide whether or not to support tidal power development in the Severn Estuary.
Ten potential development options were considered in the first phase of the study (including barrages, lagoons, a tidal reef and tidal fence) and the study's first three-month public consultation was held from 26 January-23 April 2009.
The consultation asked for views on:
- a recommended shortlist of schemes for more detailed analysis
- the scope of the Strategic Environmental Assessment that is being carried out within the feasibility study
- the issues the feasibility study is considering and how these are being approached.
A total of 734 formal written responses were received. All responses have been analysed carefully and will be taken into account as the feasibility study continues.

The UK Low Carbon Transition Plan Emissions Projections
The Low Carbon Transition Plan Emissions Projections are based on the series of updated energy and emissions projections that DECC publish each year. These projections are presented on the net UK carbon account basis and include all policies and measures announced in the Transition Plan and the charts and tables that appear throughout the Plan and Analytical Annex are drawn from these projections. Previous projections were published alongside the Carbon Budgets announcement at Budget 2009.

Carbon Valuation
The approach to carbon valuation in Government has undergone a major review, concluded in July 2009. The new approach moves away from a valuation based on the damages associated with climate change impacts, instead using as its basis the cost of mitigating emissions.
As part of the process of reviewing its carbon valuation methodology, DECC invited comments from expert academics in this area. Peer review comments were received on an early draft of the explanatory note describing the proposed revisions. To help Government economists finalise the appropriate methodology for valuing carbon in UK policy appraisal, peer reviewers were asked for their thoughts on the document as a whole or on any issues arising. Renewables East has been established to champion the growth of renewable energy across the six counties of the East of England. Renewables East has been awarded funding from EEDA under the Business Resource Efficiency and Waste (BREW) programme for the Bioenergy RE-Generation Project. The project aims to establish a coherent programme to identify and evaluate opportunities to recover resource value as renewable energy and to provide appropriate support to regional businesses to develop and invest in these opportunities

East of England Renewables East Statistics 2008
The East of England now has some 475MW of installed renewable energy capacity, and remains on course
towards its 2010 overall renewable energy target in MW of installed capacity. This relies on the expectation that
off-shore developments at Gunfleet Sands off Clacton and the Greater Gabbard Round 2 project off Orford will be
generating by the end of 2010. On-shore wind generation remains disappointing and, as the on-shore technology
with greatest potential, will need to significantly improve as the region refocuses on achieving 2020 targets of the
East of England Plan (see section 2 below), the Regional Spatial Strategy published in final form in May 2008.

Bioethanol fuel report by British Sugar
Bioethanol produced from sugar beet at British Sugar's Wissington plant conforms with rigorous standards for environmental protection and sustainability. It is also produced efficiently and delivers a high CO2 emissions saving. As such the company feels it is a model example of a "good" biofuel, which alleviates climate change, contributes to national fuel security and is environmentally sustainable.
A summary of the case is set out in their report which also says:
- Using their bioethanol results in a CO2 emissions saving of 71% relative to petrol when measured on a full life-cycle basis.
- The carbon intensity figure reported under the RTFO for British Sugar bioethanol is 24.5 gm CO2/MJ.
